AMLO SG Attended FATF Meetings.

Police Colonel Seehanat Prayoonrat, AMLO Secretary-General attended the FATF Experts’ Meeting on Corruption and FATF Plenary Meeting between 12 – 18 October 2013 in Paris, France. The outcomes of the meetings were as follows:

I. The Experts’ Meeting on Corruption approved the Best Practices Paper on the use of FATF Recommendations effectively to facilitate the detection, tracing and confiscation of corruption proceeds.

II. The FATF Plenary Meeting adopted two public documents as follows:

- FATF Public Statement on jurisdictions with strategic anti-money laundering and countering the financing of terrorism (AML/CFT) deficiencies.

- Improving Global AML/CFT Compliance: on-going process – jurisdictions with strategic AML/CFT deficiencies for which they have developed an action plan with FATF.

III. The FATF Plenary Meeting approved documents as follows:

- The procedures for the 4th Round of Mutual Evaluation.

- Follow-up reports to the mutual evaluations of New Zealand and the Russian Federation.

- Three typologies reports:

·  Terrorist Financing in West Africa, which helps to gain a better understanding of the nature and dynamics of TF in the region.

·  The Role of Hawala and Other Similar Service Providers in ML/TF, which indicates the methods used by these criminal networks and provides examples of how they have been used both for criminal and TF activity.

·  ML/TF through Trade in Diamonds, which identifies ML/TF risks and vulnerabilities of the diamond trade and how to mitigate them.

 

The next FATF Plenary Meeting will be held between 10 – 14 February 2014 in Paris.
